Eligibility for the Pre-K program is limited to students who will be four (4) years old by September 4, 2026, and who are enrolled in a private Pre-K program. Additionally, the child must be a U.S. citizen or lawfully present, and the parent must be a Texas resident.

Other eligibility criteria for families who may qualify for pre-K in Texas include:

Families receiving TANF (Temporary Assistance for Needy Families), SNAP (Supplemental Nutrition Assistance Program), or other income-based financial support
Families with children learning English as a second language
Families with parents who are active-duty military or injured in the line of duty

Funding for a private Pre-K program varies, primarily depending on a family’s eligibility and applicable state funds options, such as the Texas ESA (Education Savings Accounts), also known as school choice vouchers, and TEFA (Texas Education Freedom Accounts).

Families can apply for state funds to help cover educational costs such as career and technical education programs, tutoring, private school tuition, homeschool expenses, and other approved services.

Funding amounts will vary. Estimated first-year amounts (set each January by TEA) are about 85% of per-child funding ($10.8k) for private school students (child care included); up to $30k for students with disabilities (based on special education status).

TEFA Applications to Open February 4, 2026 On February 4, TEFA will launch parent applications for Texas Education Freedom Accounts (TEFA). Applications will be open until March 17. The TEFA program does not operate on a first-come, first-served basis. An application submitted on February 4th will be processed the same as one submitted on March 17th, or any date within that timeframe. How to Apply Gather your documents. If applicable, confirm your child’s disability. If your child has an eligible disability, your application may qualify for priority. If you do not have a current Individualized Education Program (IEP), TEFA can confirm application priority with other documents: An older IEP or an IEP completed in another state. A Full and Individual Initial Evaluation (FIIE) form confirming an eligible disability. Now available: A Disability Certification Form (PDF) signed by a licensed practitioner. Note: Your child also may qualify for additional funding based on the special education services identified in their IEP. To qualify, a current IEP must be on file with the Texas Education Agency.
